RACINE — “I did not do it.”

Those are the words of Racine Police Officer Damen Lowe as recorded in the criminal complaint filed Wednesday accusing him of repeated sexual assault of a 15-year-old girl.

Lowe, a 10-year veteran of the department, was charged in Racine County Circuit Court Wednesday afternoon with sexual assault of a child under 16, repeated sexual assault of a child, exposing a child to harmful material and two counts of physical abuse of a child. If convicted he faces up to 135 years in prison.

The 34-year-old patrol officer was arrested Monday by Racine County sheriff’s deputies after an investigation prompted by the Racine County Human Services Department into allegations that he abused the teenage girl.

According to the complaint, on April 30, Lowe confronted the girl at her school about who she had been text messaging. When she wouldn’t tell him, he allegedly grabbed her, took her into the teacher’s lounge and locked the door.

The girl told authorities Lowe handcuffed her and then brought her to his home. Later that same day, Lowe allegedly struck the girl in the leg with his belt.

When interviewed by a sheriff’s investigator, Lowe reportedly admitted to handcuffing the girl at school, but denied hitting her.

As part of the investigation, arrangements were made for the teen to be interviewed at the Child Advocacy Center. The complaint states that during that interview, the girl said Lowe had inappropriate sexual contact with her multiple times over the last three years.

Following that interview, sheriff’s investigators questioned Lowe again. “(Lowe) made two statements regarding the allegations, stating, ‘I did not do it,’ and ‘She is a liar,’” the complaint says.

John Campion, Lowe’s defense attorney, said in court Wednesday that his client maintained his innocence and the charges against him were based on the word of one person. He successfully argued for a $5,000 cash bond for Lowe when the state had recommended $100,000.

“The source of these charges is one individual,” Campion said. He also said that the allegations of long-time abuse by Lowe were only first being reported now. “That should give us all pause,” he said.

Court Commissioner Alice Rudebusch ordered the $5,000 cash bond, along with a $50,000 signature bond. Other conditions of Lowe’s bond include no contact with the victim or any children, that he be placed on house arrest with a GPS tracking device, that he not possess or have access to any computers and possess no weapons.

Lowe, who worked third shift patrol and as a liaison officer for the Racine Unified School District, has been jailed in Kenosha County since his arrest.

He is currently on paid administrative leave, according to police department spokesman Sgt. Bernie Kupper. Lowe will remain on paid leave for the duration of the investigation and trial process pending the outcome of the court proceedings and an internal review, Kupper said.

Lowe is expected back in court on May 27 for a preliminary hearing.

The case will stay in Racine County, said Deputy District Attorney Rich Chiapete. However, after the filing of the criminal complaint and initial appearance Wednesday — which were handled by the Racine County District Attorney’s Office — a special prosecutor will be brought in from Waukesha County, Chiapete said.

I can only assume, given the charges and the fact that he was allowed to remove her from school, that this POS is a family member or guardian.  I will be following up on this as more details are forthcoming.

Well, a day after the election to determine who would replace the pervert, we have a new scandal.

RACINE — A Racine police officer is expected to be charged today in Racine County Circuit Court after being arrested earlier this week for sexual assault of a child.

Damen Lowe, a 10-year-veteran of the police department, was arrested Monday for second-degree sexual assault of a child, repeated acts of sexual assault of a child, incest and exposing a child to harmful materials. He is currently being held in the Kenosha County Jail on a $155,000 cash bond.

The Racine County Sheriff’s Department arrested Lowe Monday after an investigation into physical abuse of a child was prompted by the Racine County Human Services Department, according to sheriff’s Lt. Dan Klatt. Their investigation began May 1.

Klatt said the victim in the case is a 15-year-old girl.

Lowe is scheduled to make his first appearance in court today at 1:30 p.m. The third-shift patrol officer is on paid administrative leave, according to police department spokesman Sgt. Bernie Kupper.

The case will stay in Racine County, said Deputy District Attorney Rich Chiapete. However, after the filing of the criminal complaint today, a special prosecutor will be brought in from Waukesha County, he said.

The former Racine mayor accused of trying to arrange a sexual liaison with a young girl has been ordered to wear a tracking device.

Gary Becker must pay $7 a day for the electronic monitor while he’s out on bond because he will be allowed to attend therapy and 12-step meetings outside Racine County.

The 51-year-old Becker is charged with attempted child sexual assault and child enticement. Authorities say he used the Internet to arrange a meeting with a 14-year-old girl, who was really a state investigator. Becker was arrested when he showed up to meet the girl at Brookfield shopping center.

Racine County Judge Stephen Simanek on Monday ordered the electronic monitoring, which was requested by prosecutors. The device is expected to cost Becker more than $1,200 between now and his scheduled trial date of Oct. 13.

Good!!  I would be more than a little ticked off if that was yet another taxpayer expense.  I really hope that this piece of scum gets what he deserves – time behind bars.  I don’t care HOW many programs he’s attending, he should have done that BEFORE he got caught.  Any bets on whether or not he would be getting help had he not gotten busted?  Nope – didn’t think so.

Waukesha police said Friday that twice-convicted sex offender Jessie Vasquez, 42, will be living at 1356 E. Moreland Blvd. 

Vasquez was convicted in 1999 of sexually assaulting  a 13-year-old boy on multiple occasions over four years.  He battered the victim causing him to bleed during one incident.

In 1987, he was convicted of having sexual relations with a 7-year-old boy on multiple occasions.          

Vasquez must register his address with law enforcement and be monitored through GPS for life. He is prohibited from having contact with minors or the victims, and from being in any place where there is liquor.

OTTAWA — Television pitchman Vince Shlomi, better known as the ShamWow Guy who has been phenomenally successful peddling absorbent towels and food choppers, was arrested at a swank Miami hotel last month after a violent confrontation with a prostitute, according to a post Friday on the website The Smoking Gun.

Shlomi, 44, and Sasha Harris, 26, were both arrested, according to police reports.

According to an arrest affidavit, Shlomi told police he met Harris at a Miami Beach nightclub on Feb. 7 and took her to his $750-a-night room Shlomi told police he paid Harris about $1,000 and that that when he kissed her, she “bit his tongue and would not let go.” Shlomi then punched her several times until she released his tongue.

The affidavit says a bleeding Shlomi ran to the hotel lobby, where security summoned police.

Now, I know that many of the Aldermen in the City of Racine are products of the RUSD education, but can they not read?  I would think that anyone who has taken time to read the disgusting, dispicable, perverted transcript of the Mayor’s on-line chat with the agent posing as a 14 year old girl would be either demanding the Mayor’s resignation or moving forward to remove him from office as quickly as possible.  That chat alone is enough to besmirch the reputation of the mayor now and forever, but then the pervert actually went to Brookfield Mall to meet her! 

However, in this article in today’s Journal Times, not all of the aldermen are so inclined.   6th District Alderman Sandy Weidner said it is too early to say if Becker should resign.

“We don’t know anything until we hear it from him,” Weidner said. “I want to give him an opportunity to get his feet back on the ground and make a statement to the people he has served.”

Well, I hate to be the one to break it to the Alderman, but yes, we DO know something.  We know that on the first page of the on-line sex-a-thon, the mayor, in his own writing, declared that the transcript is “an accurate representation of my chat conversation with hope ulikeme14″ which he then initialed. 

3rd District Alderman Michael Shields had this to say

“Anytime you have misconduct in a public office you should resign … But innocent until proven guilty is the law.”

While this is indeed true, the mayor cannot be effective now that this has come out.  Do you honestly think that his first concern is the people of Racine?  Hardly.

13th District Alderman Jim Spangenberg doubts his ability to govern.

“Innocent or guilty, he has lost his effectiveness,” Spangenberg said. For that reason he thinks that Becker should resign, he said.

“Right now we need leadership in the city,”

Indeed.

Honestly, I couldn’t read it all.  It truly made me ill.  This is man with a wife and children, and just the little bit I read disgusted me like few other things could.  Read it at your own risk…

According to the criminal complaint, the sentences which can be imposed for the crimes that the defendant allegedly commited are:

Count 1  Attempted Sexual Assault of a child under 16 years of age – not more than $50,000 or not more than 20 years in prison, or both.

Count 2  Child Enticement – not more than $100,000 or not more than 25 years, or both.

Count 3  Possession of Child Pornography  – not more than $100,00, not more than 25 years, or both.  The Court can also impose a fine of $500 for each image in possession of the defendant.

Count 4  Use of a computer to facilitate a child sex crime – not more than $100,000, not more than 40 years, or both.

Count 5 Attempt Exposing a Child to Harmful Material – not more than $10,000, not more than 9 months, or both

Count 6 Misconduct/Office-Act/Excess Authority – not more than 10,000, not more than 3 years, or both.

I believe the last count has to do with the fact that he used a city-contracted computer tech to fix his home computer, which is how this came to light to begin with.

The affidavit attached to the criminal complaint against Racine Mayor Gary Becker, which can be found here, reads like a sick porn script.  Most of what is contained in the affidavit cannot be written on this site, as it is family friendly.  Suffice it to say that one of the least offensive portions describes Mayor Becker’s Yahoo! Messenger profile as stating that his interests include “seducing all age females into being hot sluts.”

Given the fact that the mayor admitted to chatting online with an agent that he believed to be a 14 year old girl, the very LEAST he can to for the people that he is supposed to be serving is resign.

Charges have been filed in the case against Racine Mayor Gary Becker.  According to CCAP, the charges are as follows:

1.  2nd Degree Sexual Assault of a Child    Felony C

2.  Child Enticement – Sexual Contact   Felony D

3.  Possession of Child Pornography  Felony D

4.  Use of a Computer to Facilitate a Child Sex Crime  Felony C

5.  Expose Child to Harmful Material  Felony I

6.  Misconduct/Office Act/Excess Authority  Felony I

More details are emerging about the arrest of Mayor Gary Becker.  According to this article at JS Online, the Department of Justice’s Division of Criminal Investigations is seeking charges against Becker of possession of child pornography, exposing a child to harmful materials, attempted second-degree sexual assault of a child, use of a computer to facilitate a child sex crime and misconduct in public office.

The Racine Police Department was notified several weeks ago about allegations against the Mayor.  It appears that charges will be filed by tomorrow morning. 

As an aside, this cannot be good news for the City in fighting the wrongful termination suit alleging sexual harassment brought by Sandra Tingle, a former mayoral assistant.

Gift certificates for Planned Parenthood

INDIANAPOLIS (WISH) – Gift certificates have become a popular holiday gift option, but a controversial new one, already has people talking.

For the first time, Planned Parenthood in Indiana is offering gift certificates. The organization said a big increase in calls and visits from newly unemployed and uninsured Hoosiers prompted what it calls the unusual, yet practical gift option.

Wow!! Isn’t that what you’d like to see in your Christmas stocking??

The certificates come in $25 increments. They can be used for everything from birth control to $58 examinations that include breast exams and pap tests. Men who receive healthcare at Planned Parenthood can use them too.

“They can be seen for sexually transmitted disease screenings, HIV tests and general prostate exams and those kinds of things,” said Struben-Hall.

Some Hoosiers 24-Hour News 8 talked to asked if the gift certificates could be used towards abortions. The answer is yes. But, Planned Parenthood said that’s not the purpose of the gift certificates.

Struben-Hall said, “They really are intended for preventative healthcare. We decided not to put restrictions on the gift certificates so it’s for whatever people feel they need the services for most.”

Pardon me while I scoff at that. The first link under health topics on the Planned Parenthood website is Abortion, and clicking the link leads to the following:

However, If they were sincere in the intentions that these gift certificates were to be used for preventative care, I see no problem in putting restrictions on them which state exactly that. Instead, these gift certificates can be used to murder a child. Merry Christmas.

This is my fourth visit to Venezuela, each time at the invitation of my comrade and friend Luis Bonilla, a brilliant educator and inspiring fighter for justice. Luis has taught me a great deal about the Bolivarian Revolution and about the profound educational reforms underway here in Venezuela under the leadership of President Chavez. We share the belief that education is the motor-force of revolution, and I’ve come to appreciate Luis as a major asset in both the Venezuelan and the international struggle—I look forward to seeing how he and all of you continue to overcome the failings of capitalist education as you seek to create something truly new and deeply humane. Thank you, Luis, for everything you’ve done.

I also thank my youngest son, Chesa Boudin, who is interpreting my talk this morning and whose book on the Bolivarian revolution has played an important part in countering the barrage of lies spread by the U.S. State Department and the corrupted Northamerican media. On my last trip to Caracas I spoke of traveling to a literacy class—Mission Robinson— in the hills above the city along a long and winding road. As we made our way higher and higher, the talk turned to politics as it inevitably does here, and someone noted that the wealthy—here and everywhere, here and in the US surely—have certain received opinions, a kind of absolute judgment about poor and working people, and yet they have never traveled this road, nor any road like it. They have never boarded this bus up into these hills, and not just the oligarchy or the wealthy—this lack of first-hand knowledge, of open investigation, of generous regard is also a condition of the everyday liberals, and even many of the radicals and armchair intellectuals whose formulations sit lifeless and stifling in a crypt of mythology about poor people. Everyone should come and travel these roads into the hills, we agreed then—and not just once, but again and again and again – if they will ever learn anything of the real conditions of life here, surely, but more important than that, if they will ever encounter the wisdom and experience and insight that lives here as well.

We arrived at eight o’clock to a literacy circle already underway being conducted in a small, poorly-lit classroom. And here in an odd and dark space, a sun was shining: ten people had pulled their chairs close together—a young woman maybe 19, a grandmother maybe 65, two men in their 40s—each struggling to read. And I thought of a poem called A Poor Woman Learns to Write by Margaret Atwood about a woman working laboriously to print her name in the dirt. She never thought she could do it, the poet notes, not her– this writing business was for others. But she does it, prints her name, her first word so far, and she looks up and smiles— for she did it right.

The woman in the poem—just like the students in Mission Robinson—is living out a universal dialectic that embodies education at its very best: she wrote her name, she changed herself, and she altered the conditions of her life. As she wrote the word, she changed the world, and another world became—suddenly and surprisingly—possible.

I began teaching when I was 20 years old in a small freedom school affiliated with the Civil Rights Movement in the United States. The year was 1965, and I’d been arrested in a demonstration. Jailed for ten days, I met several activists who were finding ways to link teaching and education with deep and fundamental social change. They were following Dewey and DuBois, King and Helen Keller who wrote: “We can’t have education without revolution. We have tried peace education for 1,900 years and it has failed. Let us try revolution and see what it will do now.”

I walked out of jail and into my first teaching position—and from that day until this I’ve thought of myself as a teacher, but I’ve also understood teaching as a project intimately connected with social justice. After all, the fundamental message of the teacher is this: you can change your life—whoever you are, wherever you’ve been, whatever you’ve done, another world is possible. As students and teachers begin to see themselves as linked to one another, as tied to history and capable of collective action, the fundamental message of teaching shifts slightly, and becomes broader, more generous: we must change ourselves as we come together to change the world. Teaching invites transformations, it urges revolutions small and large. La educacion es revolucion! I taught at first in something like a Simoncito—called Head Start—and eventually taught at every level in barrios and prisons and insurgent projects across the United States. I learned then that education is never neutral. It always has a value, a position, a politics. Education either reinforces or challenges the existing social order, and school is always a contested space – what should be taught? In what way? Toward what end? By and for whom? At bottom, it involves a struggle over the essential questions: what does it mean to be a human being living in a human society?

Totalitarianism demands obedience and conformity, hierarchy, command and control. Royalty requires allegiance. Capitalism promotes racism and militarism – turning people into consumers, not citizens. Participatory democracy, by contrast, requires free people coming together voluntarily as equals who are capable of both self-realization and, at the same time, full participation in a shared political and economic life.

Education contributes to human liberation to the extent that people reflect on their lives, and, becoming more conscious, insert themselves as subjects in history. To be a good teacher means above all to have faith in the people, to believe in the possibility that people can create and change things. Education is not preparation for life, but rather education is life itself ,an active process in which everyone— students and teachers– participates as co-learners.

Despite being under constant attack from within and from abroad, the Bolivarian revolution has made astonishing strides in a brief period: from the Mission Simoncito to the Mission Robinson to the Mission Ribas to the Mission Sucre, to the Bolivarian schools and the UBV, Venezuelans have shown the world that with full participation, full inclusion, and popular empowerment, the failings of capitalist schooling can be resisted and overcome.

Venezuela is a beacon to the world in its accomplishment of eliminating illiteracy in record time, and engaging virtually the entire population in the ongoing project of education.

The great Chilean poet Pablo Neruda wrote a poem to his fellow writers called “The Poet’s Obligation” in which he instructed them in their core responsibility: you must, he said, become aware of your sisters and brothers who are trapped in subjugation and meaninglessness, imprisoned in ignorance and despair. You must move in and out of windows carrying a vision of the vast oceans just beyond the bars of the prison– a message of hope and possibility. Neruda ends with this: it is through me that freedom and the sea will call in answer to the shrouded heart.

Let those of us who are gathered here today read this poem as “The Teacher’s Obligation.” We, too, must move in and out of windows, we, too, must build a project of radical imagination and fundamental change. Venezuela is poised to offer the world a new model of education– a humanizing and revolutionary model whose twin missions are enlightenment and liberation. This World Education Forum provides us a unique opportunity to develop and share the lessons and challenges of this profound educational project that is the Bolivarian Revolution.

Viva Mission Sucre! Viva Presidente Chavez! Viva La Revolucion Bolivariana! Hasta La Victoria Siempre!

The Obama/Ayers association matters. It’s not just about domestic terrorists. It’s about educating our kids. It’s about teaching our kids what our founding fathers wanted this country to be, not what the socialist want it to be.
